The oral administration of propylene glycol dicaprylate/dicaprate(0, 100, 300 or 1000 mg/kg/din arachis oil)on days 6-15 of gestation,was not embryotoxicand yieldednoeffects in theSprague-Dawley CD ratdams.25The NOAEL wasconcluded to beto >1000 mg/kg/d.There were no differences innumber ofimplantations, number of live or dead fetuses, sex ratio, fetus body weights, number of litters, or fetus malformationsbetween the treatment and control groups.The dams were killed and necropsied on gestation day 20.

These ingredients mostly function as skin-conditioning agents-emollient and as surfactants –emulsifying agent. The Panel reviewed relevant animal and human data related to theseingredients.The similar structure, properties, functions and uses of these ingredients enabled grouping them and using the available toxicological data to assess the safetyof the entire group. ThePanel mostly relied on data on the chemical componentsof these ingredients. The Panel concluded that these propylene glycolesters were safe as cosmetic ingredients in the practices of use and concentration described inthis safety assessment.
